Cambridge Indivisible to Bill Ferguson: Stop Listening and Start Leading
Marylanders are demanding real leadership — not lip service. Cambridge Indivisible is calling on Senate President Bill Ferguson to end ICE partnerships, support fair redistricting, and commit to floor votes before Crossover Day.

CAMBRIDGE, MD — October 30, 2025 —Maryland Senate President Bill Ferguson’s so-called Democratic Listening Tour was political theater — a statewide photo-op meant to appear responsive while he blocks the very bills Marylanders are calling for.
“Bill Ferguson talks about listening to communities, but when those same communities demand action, he buries their priorities,” said Michelle Fowle, co-founder of Cambridge Indivisible. “You don’t get to call yourself a progressive while protecting ICE collaborators and sidelining democracy.”
Under Ferguson’s leadership:
The Senate stripped the 287(g) ban from the Maryland Values Act (HB 1222), allowing local sheriffs to continue partnering with ICE and deporting residents who should be protected under state law.
Ferguson also refused to convene a special session to address mid-cycle congressional redistricting, despite calls from Governor Wes Moore and House Democrats to ensure Maryland voters are fairly represented under newly gerrymandered national maps.
In his letter to Senate Democrats, Ferguson wrote that redistricting was “too risky” and “not worth pursuing.” In reality, what’s too risky is leaving Marylanders unprotected and unheard because one man refuses to act.
Cambridge Indivisible calls on Senator Bill Ferguson to immediately:
Commit to introducing and moving a true 287(g) ban as soon as the legislature reconvenes in January, and to ensure it reaches the Senate floor before Crossover Day — the mid-March deadline when bills must pass one chamber to remain viable; and
Reverse course and support a special session to move forward with mid-cycle redistricting legislation now, rather than waiting for another election to pass under unfair maps.

“Enough of the political games,” Fowle said. “Let Maryland’s senators vote — on the record — so we know who stands with working families, immigrant communities, and fair democracy, and who hides behind excuses. Marylanders deserve a Senate President who leads with courage, not calculation.”
